C4SW Work Quality Monitoring by External Team

Inter-Agency Team to Assess Electrical and Plumbing Works by C4SW Members

Thimphu, August 26, 2025 — An inter-agency monitoring team will be carrying out a comprehensive assessment of electrical and plumbing works executed by members of the Community for Skilled Workers (C4SW) across nine Dzongkhags in the western, southern, and parts of the central region, including Thimphu. The evaluation will be conducted from September 3 to 17, 2025.


The initiative aims to ensure that services delivered by local skilled workers under C4SW meet quality and safety standards. The monitoring exercise will also provide valuable insights for strengthening the credibility and professionalism of local skilled workers engaged in electrical and plumbing services.


The team is represented by experts from relevant agencies and authorities, based on the SOP agreed upon by relevant agencies like the Bhutan Qualifications and Professional Certification Authority (BQPCA), Department of Labour, Department of Employment and Entrepreneurship, Electricity Regulatory Authority, and the Department of Workforce Planning and Skills Development.


Officials said the monitoring exercise is not only about enforcement but also about improving the overall quality of domestic skilled workers, especially the workers under C4SW. “This initiative will help build public trust and confidence in local skilled workers while ensuring their services are reliable and safe,” an official from the monitoring team stated.

The findings from the two-week assessment are expected to inform future training and capacity-building initiatives, ensuring that the country continues to promote a strong and skilled local workforce.
